Role Summary
MetaPhase is seeking a Certified ServiceNow Application Developer to support our work with the USDA National Finance Center (NFC). The developer will support ongoing ServiceNow modernization, enhancement, operations, and product deployment activities across a large federal environment. This role will help sustain current environments, improve workflows, support foundation
data
and CMDB-related activities, enhance ServiceNow modules, and promote solutions through the customer’s SDLC and Agile processes.
The right candidate will have hands-on ServiceNow development experience, strong portal and workflow design capabilities, Performance Analytics experience, and a solid understanding of ServiceNow best practices in federal or regulated environments. The developer will work closely with product owners, scrum masters, business analysts, technical leads, architects, testers, and federal stakeholders to deliver secure, accessible, documented, and high-quality ServiceNow solutions.
What You Will Be Doing
Configure, enhance, and sustain ServiceNow applications and platform capabilities across multiple environments, including development, QA, training, and production.
Support operations and maintenance requests, workflow issues, process improvement requests, task requests, defects, and approved customer enhancements.
Develop and maintain ServiceNow workflows, Flow Designer flows, business rules, script
includes,
client scripts, UI policies, UI actions, ACLs, notifications, catalog items, and update sets.
Support full portal development, Service Portal enhancements, self-service experiences, catalog functionality, knowledge access, and user-facing ServiceNow capabilities.
Support foundation data synchronization activities, including updates and corrections to
organization
,
agency
,
department
, location, phone, email, user, caller, and related tables.
Support CMDB, configuration item, CSDM, asset management, Discovery, Service Mapping, and related data integrity activities to improve service visibility and operational insight.
Support ServiceNow product deployment and enhancement efforts across ITSM, CSM, SPM, Financial Management,
Enterprise
or Application Portfolio Management, Agile 2.0,
IntegrationHub
, and related platform capabilities.
Develop dashboards, reports, KPIs, and Performance Analytics solutions that provide leadership and stakeholders with operational visibility and actionable insights.
Create and
maintain
integrations using ServiceNow tools such as
IntegrationHub
, REST/SOAP APIs, MID Server, import sets, transform maps, and other approved integration methods.
Participate in Agile ceremonies including daily standups, backlog refinement, sprint planning, sprint reviews, retrospectives, story development, and story point estimation.
Create and support test cases,
validate
acceptance criteria, support UAT/CUAT, remediate defects, conduct regression testing, and
assist
with
release
readiness.
Package and promote update sets
in accordance with
the customer’s ServiceNow SDLC, change request, release management, and environment promotion procedures.
Maintain technical documentation, configuration notes, release details, testing artifacts, and knowledge transfer materials for federal stakeholders and delivery team members.
Follow ServiceNow development best practices, secure coding expectations, federal IT security requirements, NIST/FISMA-related controls, and Section 508 accessibility standards.
Collaborate with federal representatives and cross-functional delivery teams to ensure work is complete,
accurate
, documented, and aligned to approved requirements.
What We Need

a Public Trust or other required federal suitability/background investigation.
ServiceNow Certified Application Developer (CAD) certification
required

ServiceNow Certified System Administrator (CSA) certification
strongly
preferred.
5+ years of hands-on ServiceNow application configuration and development experience; 8+ years of overall IT or platform development experience preferred.
Full Service
Portal, Employee Center, Customer Portal, or related portal development experience.
Expertise
in workflow design, Flow Designer, automation, business rules, script
includes,
client scripts, UI policies, UI actions, ACLs, catalog items, and update sets.
Strong Performance Analytics, dashboarding, reporting, KPI, or executive visibility experience.
Experience with ServiceNow ITSM and several of the following: CSM, SPM/PPM, CMDB, ITOM Discovery, Service Mapping, ITAM/HAM/SAM,
IntegrationHub
, Financial Management, EPM/APM, HRSD, Service Catalog, or Service Portal.
Experience supporting federal, regulated, or FedRAMP-aligned ServiceNow environments.
Experience with Agile/Scrum delivery, story development, sprint ceremonies, testing, release management, and SDLC processes.
Strong communication
, documentation, stakeholder collaboration, problem-solving, and team orientation skills.
Bonus Points (Desired)
Prior experience supporting USDA, NFC, OCFO, or other federal financial/service delivery environments.
Experience with ServiceNow Gov/FedRAMP data center environments.
Experience with CMDB/CSDM governance, Discovery, Service Mapping, HAM/SAM, SACM, or ITAM lifecycle processes.
Experience with
IntegrationHub
, MID Server, LDAP, REST/SOAP, Jira, Workday, SAP/Oracle, SCCM/Tanium/BigFix, or other enterprise integrations.

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $110K-$140k.
